Milbank council rescinds ditch maintenance award after contractor declines

At a special Milbank City Council session on Sept. 12, 2024, the council voted to rescind a prior award for the city's ditch maintenance project after the apparent winning bidder declined the contract. Mayor Pat Raffety explained the bid had originally been split by schedules with Sitter Excavating LLC named for schedules 1 and 2 and A.P. & Sons Construction for schedules 3 and 4; Sitter Excavating declined the award. The council voted 4-0 to rescind the previous motion.
The minutes do not record a mover or seconder by name. The rescission clears the prior award and was followed by a separate motion to readvertise the project. The meeting was held at the Milbank Visitor Center with Mayor Pat Raffety presiding; council members in attendance included Mike Hanson, Roger Briggs, Mindy Rogers and Craig Weinberg.
