Milbank council approves final Capital Improvement Plan as planning tool

The Milbank City Council on Aug. 12 approved the final Capital Improvement Plan (CIP) after a presentation by Dane Ekdom of ISG Engineering. Ekdom described the document as a planning and prioritization tool that will help the city identify future public improvements and major expenditures but said it "does not obligate the council." Motion to adopt the final CIP carried 5-0.
Councilmembers said they view the CIP as a reference for budgeting and capital prioritization rather than a funding commitment. Administrator Steve Pendergrass and staff will use the plan to inform future budget cycles and grant applications. The approval means the city has an updated, council-endorsed framework to guide projects including street, water and airport-related work.
