Nicole described the code-enforcement path: certified notices, door hangers and 10 days to abate under the nuisance ordinance; if violations persist the city can seek citations and municipal-court remedies but staff cautioned judges often issue fines that are hard to collect. She said proving occupancy for court actions requires witness evidence and that the council may consider targeted towing of a single vehicle to demonstrate enforcement intent and potentially improve compliance.
