Westfir weighs site plan, grants and bonds for a new city hall and possible fire station
Summary
Councilors discussed the failing condition of the city hall, a possible modular replacement, a community facilities grant that might cover about 15% of costs (dependent on low-income thresholds), a $25k–$50k site-plan estimate, and exploring a Community Development Block Grant for a fire station while noting operating-cost concerns.

Members of the Westfir council discussed long-term facility needs at their Jan. 22 work session, saying the current city hall is near the end of its useful life and that a fire-station facility is a community priority. Staff presented options including modular structures and noted that most financing would likely require a bond; grant programs were discussed but would not typically cover operating expenses.
“ A community facilities grant would cover 15% of the cost. That's assuming that West 1st stays low income,” the city recorder said, noting that the low-income threshold (51%–52.4% in this discussion) affects grant eligibility and that site-plan costs for a new building could run $25,000–$50,000. Councilors also raised operating-cost questions for a potential fire station and whether a new facility would change the city's intergovernmental agreement costs with Oak Ridge for fire services.
