Council approves switch to CourtPay fuel cards citing broader network and pump discount

The Ruidoso Downs City Council voted to switch municipal fleet fuel cards to a vendor identified in the meeting as CourtPay, after staff said the vendor will provide an 8¢ per-gallon discount at participating pumps and a wider acceptance network in New Mexico than the current WEX/Fuelman cards.
A staff presenter told the council: “CourtPay will give us 8¢ off on gas and diesel at the pump.” The presenter explained there are no card-issuance fees, dispatchable PINs for each vehicle, and a phone-based receipt upload system so supervisors can see fueling in real time. Councilors asked about whether police, fire and public works would be able to fuel during emergencies and were told existing WEX cards would not be cancelled until CourtPay was fully operational.
Staff said CourtPay’s network includes major chains (Shell, Conoco, Diamond Shamrock) and that, while mom-and-pop stations may accept the card, they may not apply the pump discount. On transition timing, staff said that after approval they could have cards issued and active in about a week. Councilors raised equipment and administrative questions; staff said they would collect a vehicle list by department to assign individual cards and PINs.
Councilors voted 'Aye' to approve the switch. The motion passed on a recorded voice vote and staff will proceed with vendor setup and card issuance.
