During the subdivision workshop, the court discussed how to treat condominiums and other multifamily dwellings under county subdivision and permitting rules. Road & Bridge staff described an incoming project that would sell condominium units and asked whether condominiums should be regulated as multifamily dwellings for purposes of lot size, septic (OSS/OSSF) systems and other infrastructure requirements.
Chair warned that condo ownership raises questions about whether owners purchase land or only the dwelling and how that affects HOA responsibilities, septic arrangements and utility distribution. "When you buy a condo, yes, you are purchasing that dwelling. But are you purchasing the land?" the Chair said, noting he did not have experience with all ownership models. Commissioners asked staff to draft options that address lot size, OSSF support and building requirements (for example, when firewalls or suppression systems are triggered), and to return with legal and engineering input before formal action.
The court treated this as a drafting task rather than a policy decision; no ordinance was proposed or voted on during the workshop.
