Jolyon Larson, an energy planner with the Addison County Regional Planning Commission (ACRPC), told the Planning Commission that the draft addendum includes an "Energy Project Approval Guide" (page 37) which contains a planning tool for conducting site visits of proposed energy projects. Larson emphasized the procedural point that a quorum of Planning Commission members is required for site visits to be used as the basis for a formal decision.
Commission members agreed on one non-substantive editorial change to the draft plan: relabeling Figure 1 from "Possible Constraints" to "Known and Possible Constraints." The commission also deleted a later agenda item on a separate "Planning Tool for New Haven Solar Application Evaluation Process," noting that it had been discussed earlier in the hearing. No members of the public were present during the discussion.
