Commission urged to make Enhanced Energy Plan standalone to meet August ballot timing

ACRPC Energy Planner Jolyon Larson told the Planning Commission on March 9 that he would distribute a final quality-control draft of the Town Energy Plan to commissioners this week and that remaining funds from the Conservation Block Grant (EECBG) could support additional community outreach.
Zoning Administrator Peggy Connor reminded members that, to place an Enhanced Energy Plan on the August ballot, the Planning Commission and Selectboard each must warn and hold public hearings; provided there are no substantial changes requiring repetition of the process, the vote must be warned 30 days prior to August 11. Commissioners discussed whether to make the Enhanced Energy Plan a standalone document rather than embedding it in the Town Plan in order to meet the August timeline.
Larson's note about available EECBG funds provides a possible resource for outreach if the commission pursues a standalone energy plan and a ballot vote this year. No formal action or vote on the format or warning schedule was taken on March 9; staff will circulate the draft energy plan and follow up on outreach options and schedule.
