Nemaha County allocates ARP funds; board approves $1,500 premium pay for eligible employees

Nemaha County identified use-cases for its American Rescue Plan Act allocation throughout 2021, including broadband support, county capital projects and direct employee incentive payments. The county's first ARP half payment of $677,114.50 was recorded in May (SEG 439). Over subsequent meetings the board received proposals from broadband vendors and regional nonprofits seeking ARP support; at least one proposal to allocate $600,000 toward a broadband provider was considered but did not carry (SEG 1240).
In October the board approved a premium pay policy using ARP funds and later adopted resolution language and payment procedures; commissioners authorized a $1,500 payment to eligible county employees who worked at least the specified hours during the COVID period (motion recorded Oct. 13 and subsequent resolutions in November/December) (SEG 1448, SEG 1756). The payments excluded elected county officials and were recorded as ARP-eligible premium pay. The board said the approach was intended to recognize essential work performed during the pandemic while keeping ARP spending auditable.
Why it matters: ARP allocations to local government can fund public health, premium pay and infrastructure. The board's decisions show a mix of investments and targeted employee relief. Broadband remains a recurring request; the board discussed but did not finalize a large broadband award during the sessions recorded here.
