The council also discussed operational trade-offs of combining a city hall and a vehicle bay; concerns included noise, equipment maintenance and whether proposed prefab plans included a bay door large enough for the city tractor. Staff said some testing and certification costs will go into the budget: pump test and hose/ladder testing are “about 2,700” and should be budgeted, and the team will continue to explore grant and IGA options with neighboring jurisdictions to cover services.
