DRB members disclose ties to 965 South Street proposal; one member to recuse from hearing

Two DRB members disclosed potential conflicts at the May 4 Development Review Board meeting regarding Application #2026-DRB-07-SP/PUD for Parcel #347.21 at 965 South Street.
Kathy Barrett told the board that her nephew had submitted a bid for Parcel #347.21 and asked whether that required her to recuse from the board’s subsequent decision; the board recorded "no objection" and she remained participating. Separately, Don Johnston disclosed that he is the surveyor for the project and stated he would recuse himself from voting at the upcoming DRB hearing on the application.
The disclosures were made during the informal review and were recorded in the minutes. No formal motions concerning recusals were taken at the May 4 meeting; Don Johnston’s recusal applies to the pending Site Plan hearing warned for May 18, 2026.
