Council moves park RAP Tax allotment to consent agenda; committee recommends full funding pending federal grant timing

Chad Westwood, a longtime member of the Parks & Recreation Advisory Board, presented the committee’s recommendation for this year’s RAP Tax parks allotments and thanked councilmembers and staff for their support. The board recommended funding play structures, pool projects, sound panels at the aquatic center, War Memorial restoration and Canyon Park amenities and preservation projects.
Westwood noted the committee’s recommendation included a $212,000 allotment to complete Canyon Park amenities but explained that about $200,000 of that allotment would be refunded if an anticipated federal grant arrives in time. City Attorney Randall McUne and staff described the mechanics: if the grant is awarded and the rotary or grantee reimburses the city, the city would reallocate or return the funds.
Councilmember Carter Wilkey asked for clarification about the grant timing and reimbursement; staff said the city would not release funds to the rotary until invoices were due and that any returned funds could be rolled forward into next year’s parks budget. The council placed the resolution on the consent agenda.
