City traffic engineers told the council that traffic volumes at 600 South and 1100 West meet signal and left-turn bay warrants for multiple hours of the day and recommended constructing left-turn lanes on both approaches to preserve overall intersection operations.
"Those left turn bays are approximately 100 feet long," City Engineer Kent Fugal said, adding that split phasing (staggering turn signals) would reduce level-of-service for the busiest movements and that counts taken after recent construction showed eight peak hours meeting warrant thresholds.
Residents who live adjacent to the intersection raised safety concerns. "My biggest concerns are safety," said Roger Kunz, who lives at the corner and asked the council to consider pedestrian visibility, snowplow impacts and the loss of on-street parking near his home. Neighbor Ben Hulet shared manual counts and said many drivers turn right toward Walmart during peak periods, amplifying queuing concerns.
Councilmembers asked staff to produce drawings showing both options (with and without the left-turn bay) and to indicate how close new pavement and striping would fall to existing curbs and driveways before any final approval; the council moved the ordinance amendment to the action agenda so staff can return with visual alternatives and detailed dimensions.
