Council to consider renewal of Flock Safety contract after privacy questions and vendor billing clarification

Cedar City Police Chief Darin Adams asked the council to renew the city's contract with Flock Safety for automatic license-plate reader services, saying the company agreed to a concession for a disputed February–July billing period and that the proposed two-year agreement aligns with the city's fiscal schedule.
"They were really good to give us a concession of $65,625," Adams said, describing vendor negotiations over start-of-service billing. Adams also pointed the council to the department’s transparency materials and a video describing what the system does and does not do.
Councilmembers acknowledged constitutional and privacy concerns raised by residents but said the department has built controls: Adams said that as of roughly six months ago the vendor requires a case number to query the system, and the department performs log audits to track who accesses data. Mayor Steve Nelson said the city is focused on transparency and on clarifying who may access vendor-held data.
The council moved the contract renewal to the action agenda and directed the city attorney to insert specific payment dates and timing language to avoid ambiguity in the agreement.
