Chair (S1) presented a proposal to fully fundraise for a new digital welcome sign to be placed near the water tower on the southwest corner: “My goal is to completely 100% fundraise it, not take it out of the city budget.” The sign vendor estimate shared in the packet was roughly $32,000 and would display sponsor names scrolling along the bottom of the sign.
Chair (S1) said the city has secured $5,000 from Excel and plans to solicit local utilities and businesses for additional donations and volunteer support for concrete and installation work. Timing discussed aimed to have the sign installed by late summer (August–September) if fundraising and permitting proceed on schedule.
Council asked about electrical service at the proposed location and staff said it is feasible to extend service if necessary; the council did not allocate city funds and described the project as a fundraising initiative led by volunteers and private sponsors.
