Council adopts sewer master plan; members press for peer review on regionalization

The City Council of Crooks on its regular meeting adopted the sanitary sewer master plan and capital improvement plan, a package staff said will guide long-term collection-system reconstruction and future growth-area projects.
City engineer (city engineer) summarized the reports as a high-level, decade‑long look that identifies basins, reconstruction projects and treatment options and that is intended to help the city apply for grants and plan cost recovery. "Part of the goal of this plan is to have these projects identified, be able to use those for active funds as they become available to implement new projects," the city engineer said.
Several council members cautioned that adopting the plan should not be interpreted as a final decision on treatment or regionalization. One councilor (council member) urged a second independent engineering review before committing to a regional conveyance or treatment arrangement, saying, "I would feel 1,000,000 times better about making that decision if I had two sets of inputs to it." Staff responded the master plan can be reviewed and that acceptance does not bind the city to a single treatment path.
The council also discussed coordination with the Sioux Metro Growth Alliance and pending engineering input from neighboring jurisdictions; staff said some project costs will be eligible for federal and state funds if documented in the CIP. The council approved the resolution adopting the master plan by roll call (resolution number noted in the minutes). The city expects additional design and grant‑planning work over the coming months and the SEWR/SMGA engineering review to inform next steps.
