City says Army Corps reviewing geotech report for ECWAG sediment basin; preliminary Corps fees cited

City Administrator Max Baker told the Lowell City Council that Civil West is working with the U.S. Army Corps of Engineers to accept a geotechnical study for the ECWAG sediment-basin project that the council approved two months earlier.
Baker said the Corps has provided rough, not-final estimates for administrative fees: "approximately $34,000" for water facility administration and "about $24,000" for geotechnical administration. He emphasized the figures were preliminary and not finalized. Baker also informed the council that the city's Small City Allotment grant application was not selected this year; he attributed lower scoring partly to inconsistent prior applications.
The council received the update and no formal action was taken at the meeting. Further negotiation with the Corps and refinement of cost estimates are expected as project planning continues.
