Nemaha County declares COVID-19 emergency and restricts courthouse access
Summary
In March 2020 the county declared a state of emergency tied to COVID-19 and moved to limit courthouse access; Southeast District Health Department briefed commissioners and the board adopted an emergency declaration and procedures for appointment-based services.
In response to the emerging COVID-19 pandemic, Nemaha County commissioners received briefings from county emergency management and Southeast District Health Department officials in mid-March 2020. On March 20 the Board of Commissioners adopted Resolution 2020-05 declaring a state of emergency for a pandemic outbreak of COVID-19 for Nemaha County and coordinating with Southeast District Health Department.
Following that action the board voted to keep the courthouse doors locked to the public and to provide services by appointment, online, phone, mail and through an exterior drop box. The resolution and subsequent motion directed county offices to ensure continuity of essential services while reducing in-person traffic. The board revisited the courthouse status in later months as public-health guidance evolved and counties developed phased reopening plans.
Emergency management director Renee Critser and Grant Brueggeman of Southeast District Health Department briefed commissioners on local case trends and recommended protocols; minutes record discussion but do not include verbatim public-health modeling.
