The Liquor and Cannabis Board approved final rules to implement 2nd substitute House Bill 1515, which expands permissible public alcohol consumption and establishes three new authorizations local governments can use to permit alcohol to leave licensed premises.
Daniel Jacobs, policy and rules coordinator, told the board the final rules amend seven existing rules and create six new rules. He summarized engagement: the CR101 was filed May 7; staff held stakeholder sessions and received one formal comment from the Seattle Department of Transportation and written comments from the Washington Association for Substance Misuse and Violence Prevention that urged changes on barrier heights, required non‑alcohol service areas, tracking drinks served and evaluation methods. Jacobs said the rule language does not grant a waiver of the 42‑inch barrier height requirement and that local jurisdiction rules govern barrier height where local rules exist; he also noted the joint operating plan requires licensees to limit drinks to two per transaction.
Staff made a minor clarifying edit to define a “multi‑day event” for civic center authorization as lasting no more than 14 consecutive days. Pete moved to adopt the CR103 implementing HB 1515; Ali seconded and the board approved the filing. Staff said the final rules would be filed immediately and become effective Feb. 7.
