Board approves CR103 filing to implement 2025 legislative changes

The Liquor and Cannabis Board voted to adopt a CR103 package to implement statutory changes passed in the 2025 legislative session.
Policy staff asked the board to file a CR103 with the Code Reviser to adopt final rules necessary to implement House Bill 1636, House Bill 1698 and 2nd substitute Senate Bill 5786. Kevin Walder said these rule changes align agency rules with statute, repeal temporary COVID‑era delivery provisions that statutes have already repealed, and correct typographical errors across rule text.
Pete moved to adopt the CR103 package and Ali seconded. The chair announced concurrence and the board approved the filing; staff said the CR105 had been filed Nov. 5, there were no public objections, and final rules would be filed on Jan. 20 and become effective immediately thereafter.
The package amends 50 existing rules and repeals one; staff characterized the changes as necessary to align rules with newly enacted statutory language and therefore eligible for expedited rulemaking under agency procedures.
