Staff outlines rulemaking calendar, upcoming CR103 filings and stakeholder sessions

Kevin Walder, the board’s policy and rules manager, told the board that the agency is carrying 12 open rule projects and will seek approval to file CR103 to adopt final rules for several projects.
Walder reviewed near‑term timelines: a stakeholder feedback session for cannabis retailer advertising is scheduled Jan. 9 (10 a.m.–noon); the CR101 for that project was filed Aug. 31, 2022, and staff expects to move to CR102/CR103 over the coming months. Draft rules for contract kitchens tied to House Bill 1602 were released and comments are due Jan. 22; staff anticipated filing a CR102 in February and CR103 for adoption in March if no significant revisions are required.
Walder also said his team is working on draft rules to implement an engrossed substitute Senate Bill 5403 on cannabis retail management agreements, with an update scheduled at the end of the month and follow‑up stakeholder sessions. He noted technical cannabis projects (COA expiration dates, transportation, heavy metals testing, batch tracking and harvest dates) will resume as the team clears other items.
Board members thanked the rules team and said the rules tracker should aid transparency. Walder said other agencies had reached out asking how to replicate the tracker, indicating external interest in the approach.
