The Redevelopment Agency (RDA) reviewed an amended and restated 2025 participation agreement with JOMAC and received a detailed explanation of the public infrastructure district (PID) formation process from Jay (speaker 7). Jay explained that a town public hearing would be the first formal step to approve formation and the governing documents, and that “PIDs can't be created over existing property owners who don't consent.”
Participants discussed sequencing and responsibilities: the ordinance and governing documents have been drafted, the PID only becomes effective when the developer becomes owner and required consents are secured, and utility approvals (will-serve letters and engineering) remain necessary before construction. Staff and commissioners asked for clarifying language and additional legal descriptions for the full 80-acre boundary before the town's next hearing.
