Applicant proposes 17-unit 55+ development at 965 South Street; DRB continues review to July 20

Bridget Preston of Full Circle Building and Remodeling told the Development Review Board on May 18 that she and her husband Cody are under contract to purchase Lot #3 at 965 South Street (Parcel #347.2) and propose a planned unit development for people 55 and older. The 50-acre plan described nine single-family homes and four duplexes for a total of 17 units, with wheelchair-accessible designs and projected monthly costs to homeowners of $950–$1,100.
Preston said she is pursuing grants and loan-forgiveness opportunities to lower housing costs. She also noted that the project is subject to Vermont's Act 250 environmental review, which will address criteria including water and transportation impacts. Preston asked the DRB to continue the site-plan review to allow time for a completed survey (anticipated from Don Johnston's firm) and for Act 250 materials; the board voted to continue the hearing to Monday, July 20 at 7 p.m.
During discussion, Kathy Barrett disclosed that a family member had submitted a bid on the parcel; no board member objected to Barrett's participation. Resident Tony Jackson raised concerns about slope-related water run-off and whether the existing shared access used by Four Hill Farms and the Seguin family would remain available; Chair Charlie Roy and DRB member Don Johnston advised that Act 250 and the finalized site plan should address runoff and show all access points. The DRB recorded the continuance by a 5–0 vote with one recusal (Don Johnston).
