Survey shows river meander and sediment deposits near Halpin Road, complicating dredge options

During the engineering presentation, Robert Clark shared survey maps and photos showing a marked meander and sediment accumulation in the reach near Halpin Road and River Road. He noted a significant sandbar and deposit at the Muddy Branch confluence and warned that even if the town obtains permission to remove deposits, the channel is likely to reclaim that capacity quickly unless underlying flow and sediment sources are addressed.
"This is moved maybe 75, 80 feet," Clark said while pointing to the survey overlay, describing how the river channel has shifted since the bridge and flood‑elevation data were recorded. He recommended correlating the survey with VTrans flood elevations and engaging the state engineer to discuss any permitted dredging and downstream impacts.
Clark added that dredging alone is unlikely to be a long‑term fix without addressing upstream sediment contribution and channel morphology; he advised the town to consider targeted site work in combination with channel management and coordination with neighboring landowners and regulators.
