Finance director reports December finances: taxes above projections, SPED stipend grant explained

Tammy (speaker S12), the district's finance presenter, reviewed December financials and explained implications for revenue and grants.
"For the December financials, the taxes received are above the projections," S12 said, and noted she does not currently anticipate a significant May adjustment. She explained that an ODE special-education grant will provide stipends for staff who spend significant time with special-education students but that payroll costs are not allowable under the grant and therefore remain a district responsibility. S12 warned that some districts could view such requirements as unfunded mandates.
S12 also reviewed cash-report mechanics for reimbursable grants (200 funds) and recommended conservative budget assumptions as the legislature finalizes biennial allocations. Board members asked about interest-rate trends and sub-service vendors; S12 said she will proceed with routine rent claims and claims processing in January.
