"The entire plan does not mention embodied carbon at all," Lily said, arguing that embodied carbon from roads and bridges will be a significant share of future emissions and deserves explicit treatment. Commissioners asked clarifying questions about right‑of‑way siting, charger spacing and operational policy; staff said those implementation details would be developed later but that the letter's purpose is to put strategies into the plan so they can be implemented. The commission moved and approved the letter by voice vote.
