C2E2 adopts legislative priorities urging 2024 IECC adoption and benchmarking

The Arlington Commission on Climate, Energy and Environment voted to send a legislative priorities letter that asks the state to move Arlington from the 2021 to the 2024 International Energy Conservation Code (IECC) and to strengthen local benchmarking authority.

Chair Cindy Lewin framed the request as a near‑term, achievable improvement: "The first one is updating building codes," she said during the discussion, stressing that bringing code adoption up to 2024 would put Arlington closer to current standards. Commissioners debated whether the letter should demand the 2024 code with no amendments or propose targeted amendments that would further tighten efficiency requirements; several members urged a simple, strong ask while reserving technical recommendations for legislative follow‑up.

Members also discussed benchmarking for commercial and multifamily buildings. Several commissioners argued benchmarking should be public to drive market demand; others noted the final decision will be a local option and that staff should retain flexibility. The commission agreed to keep an optional transportation recommendation as a 0.25 or appendix item after members argued transportation remains a large emissions source despite practical limitations in the legislative process.

The motion to approve the priorities letter was moved, seconded and approved by voice vote with those present and online saying "aye." The letter is intended to accompany staff outreach to legislators in advance of the upcoming General Assembly session.
