The motion was moved by Councilmember Vogel and seconded by Councilmember Scheff and passed on a unanimous roll-call vote despite Stewart not being present to speak.
The motion includes a condition: if Stewart requests more time beyond the end of March, the resident must present a written plan of action at Montrose’s regular city council meeting in March. Finance Officer Nicole Siemonsma was directed to receive the insurance documentation. The council framed the decision as a temporary, conditional accommodation rather than a change in campground policy.
