Larry Gladhill, who led the section review, told the committee that the group had consolidated the prior 37‑page draft into a 19‑page version and asked members for focused feedback so the document could be finalized and sent to legal.
"We have a bond server document here, 37 pages...I've also revised, and we're down to 19," Gladhill said, describing the changes as a consolidation of the same general themes. Several members pressed for a tracked‑change or before/after PDF to make it easy to compare revisions; one member called the existence of multiple circulating versions “frustrating and inefficient.” Gladhill agreed to prepare master PDFs showing the edits for distribution.
Members discussed where RSAs (state statutes) should appear in the document. Gladhill said he removed the standalone "legal authority and references" section and integrated citations as footers under each section to avoid redundancy. Several members asked that the town attorney review the revised draft before the committee votes on a final version.
The committee directed Gladhill to compile the feedback and circulate a consolidated version within two weeks so members could consider the final draft at the next meeting. No final vote on the operating procedures was taken at this session.
