Poirier said the guaranteed maximum price includes a 10% contingency (~$887,000) and that value‑engineering options have already identified roughly $184,000 in possible savings.
The project funding combines $6.5 million in state appropriations secured over several years, anticipated insurance recoveries, and capital replacement funds already budgeted. Poirier said construction could begin in September with an estimated 14.5‑month timeline once permits and procurement are complete. "We will set up processes to ensure that all those [contingency] are getting approved through us," Poirier said.
Commissioners voted unanimously to approve the GMP; staff will proceed with contract execution, early material procurement where practical, and continued value engineering to reduce costs.
