Councilmember John Kabosky proposed changing the council’s second July meeting to a workshop and explained the topics he wanted to cover. Councilmember Bruce Nupp moved to approve the change, seconded by Councilmember Jon Hardy-McCauliff. The minutes record a roll-call vote entry for that first motion that is internally inconsistent (the recorded roll call shows "7-0" while the minutes also state "motion failed: 0 ayes, 7 nays"). The minutes do not provide clarification of that discrepancy.
Later in the New Business discussion Councilmember Sharon Ludwig moved to approve the July 15 meeting as a workshop at 6:00 p.m., seconded by Hardy-McCauliff. The transcript records a unanimous roll-call vote in favor and the motion carried. The council therefore set the July 15 meeting as a workshop; the meeting location was recorded as "to be determined."
