Council approves Lakeside Industries contract for 2026 Spruce Street overlay

Interim Public Works Director Brian Dempsey told the council that multiple bids were received for the 2026 TIB overlay project and recommended awarding the contract to Lakeside Industries as the lowest responsive bidder. The work is planned primarily for Spruce Street and is scheduled for the summer construction season.
Councilors Green and Turman-Bryant moved to authorize the Mayor to sign the agreement with Lakeside Industries; the motion carried unanimously (meeting record: "All in favor; motion carried"). Councilmember James Stavig stated his opposition to the proposed bike lanes on Spruce Street during the discussion.
The overlay award was later folded into consent/agenda sequencing; staff said the project would proceed with the chosen contractor and a separate curb-ramp project will coordinate ADA improvements ahead of paving.
