City staff oppose developer request to defer infrastructure on 8‑lot subdivision

Byron Gums explained a developer has proposed subdividing an 8‑acre parcel rezoned to R‑2 into eight roughly 1‑acre lots and asked to defer required improvements such as sidewalks, water and sewer extensions and internal paving. "They don't wanna build sidewalk. They don't wanna extend water or sewer. They don't wanna build alleyway or anything like that," Byron said, describing the developer's request to defer improvements until individual lots are developed.
City staff, the city attorney and the planning commission expressed concern that deferral would leave the city and future property owners with the burden of completing infrastructure. Gums cited local examples where deferrals left interior streets unpaved and neighborhoods partially developed and said the planning commission recommended approval only if improvements were completed before final plat approval or included in a development contract. Staff told the council the development contract has not been provided and that council cannot take final action until the contract outlining obligations and timelines is in place.
