Council approved a retroactive easement agreement with property owner Anthony Hickey to coordinate catch-basin work at 104 East High Street. PennDOT is installing a catch basin on the property; the borough will install a second basin and the property owner will install a pipe connecting the PennDOT basin to the borough basin and dig a ditch. Under the agreement the property owner will take responsibility for the ditch while the borough accepted responsibility for the two catch basins and about 60 feet of connecting pipe.
Solicitor Tim Wachter will draft the easement agreement with the property owner; Councilor Osborn moved the motion and Councilor Kerns seconded. The motion carried unanimously. Council discussed the division of responsibilities and the borough's obligation to install the borough catch basin.
