County planner Cassie Brown told the board the overlay would allow underground mining but ‘‘nothing is being requested to be changed on the surface’’ at this time, and staff found the amendment consistent with the county comprehensive plan and surrounding zoning.
Brown summarized agency responses: the Wyoming Department of Transportation (YDOT) raised no objection, the Abandoned Mine Lands (AML) office reported no historic mine concerns, Rocky Mountain Power had no comments, and Lumen flagged areas with copper near Highway 372 that developers should note during any future excavation. The planning and zoning commission recommended approval 3–0; the board held a public hearing with no speakers and approved the amendment by unanimous vote.
