Residents urge Oakdale to enforce code, investigate apartment security after multiple police calls

During open forum, two Oakdale residents urged the council to press for stronger enforcement of ordinances and building conditions. Troy (2909 High Low Avenue North) said a neighboring property at 2684 Stillwater Way North repeatedly uses a county road for construction, impeding traffic on a 45 mph zone and creating safety risks. Troy said he contacted city police and the county sheriff but received a response that each pointed to the other agency.
"I contacted the city police. City police came. City police said that's a county issue... I also then stated to the city police, are you guys okay if someone gets in an accident... they go, if that happens, then we'll interject. So they wanna be reactive, not proactive," Troy said. He asked the council whether the city will wait until someone is seriously hurt.
Another resident identified by the mayor as Rachel reported numerous police calls at a property managed by RPM Living, including a July 23 incident where a wanted fugitive was apprehended nearby. She alleged management downplayed the incident in email correspondence and said residents face harassment, physical assaults and unsecured garage doors; she submitted incident photos and police data to the council secretary and asked code enforcement to review the building's conditional use permit.
Mayor Zabel thanked the speakers and the council did not take immediate action on the specific enforcement requests during the public comment period; staff and code enforcement follow-up was implied.
