Village Manager Cory Hamlin reported the Village’s audit is complete but that both the water and sewer funds operated at a deficit in the prior year. "Water lost approximately $80,000.00 and sewer lost approximately $45,000.00," Hamlin told the council, and he said depreciation and rising costs were driving the shortfalls. Hamlin suggested a staged approach to rate adjustments, noting DWAM guidance calls for a 10% water increase and that announcing any increase in advance would aid community acceptance.
Treasurer Shirley Drain said the Village’s books were $45 out of balance for the month but expected the discrepancy to be resolved. Council members asked how nearby municipalities manage rates and emphasized the need to present clear timing and rationale to residents if the council moves forward with rate increases.
