Council approves IGSA amendments with Rock Island Arsenal and backs regional crash reconstruction team

Staff said the amendments clarify roles for unscheduled work, add maintenance responsibilities (including a splash pad backflow preventer), and raise the unscheduled-work threshold from $25,000 to $50,000. "Due to strong performance by our personnel, they're wanting to increase the scope of work for us, and, of course, the city's compensated for all that additional work," staff said.
Council also discussed participating in a Quad Cities traffic crash reconstruction team to pool equipment, certifications and personnel across agencies to reduce duplication and cost. Staff and one council member characterized the regional team as a cost‑effective approach to improving crash investigations and criminal investigations that require reconstruction expertise. Both items were approved on roll call.
