Council advances ordinance restricting minibikes, ATVs and reckless operation on public ways

Council considered a first-reading ordinance to amend Chapter 9 by creating an article criminalizing unauthorized motorized vehicles and reckless operation. City staff explained the ordinance supplements state electric-mobility law and targets unauthorized devices and conduct that create public-safety concerns. "So it prohibits the operation of minibikes, dirt bikes, ATVs, UTVs, and similar off road vehicles on public streets, sidewalks, trails, parks, and other public right away," staff said, and added that the ordinance allows officers to impound unauthorized vehicles and route violations to the city's administrative adjudication process.

Public commenters and council members praised the safety focus but questioned enforcement scope, especially recreational use on private property or in open fields. One council member pressed for police discretion to avoid heavy enforcement of low-risk recreational uses; staff said enforcement would be at officers’ discretion, fines have a minimum near $100 and impoundment is allowed for violations. The ordinance passed its first reading with a roll call; one member recorded a 'no' vote. The council noted the ordinance could be amended later to clarify allowed locations and enforcement priorities before second reading.
