Council adopts ordinance to align town purchasing thresholds with state law

Edinburgh’s Town Council on July 27 adopted Ordinance 20 26-8, revising the town’s purchasing thresholds to match changes in Indiana law enacted July 1, 2025. Council members voted to waive the ordinance’s first reading and approved the update by voice vote.
Miss Smith, who walked the council through the statutory change, said the two-bid threshold now moves to a $7,500–$15,000 range and the three-bid threshold is $15,000–$300,000. “So this ordinance mirrors that new policy,” she said, noting the town has historically aligned its rules with state statute. Council members discussed the option to adjust the thresholds but ultimately adopted the mirror change.
The adopted ordinance replaces the current language in Ordinance 20 21-7 (purchasing agency) with the updated thresholds. Council members who supported the move said it provides consistency with state procurement requirements; there were no recorded nay votes. The council president indicated the ordinance will take effect per the town’s normal ordinance-adoption procedures.
