“Norman's utility authority and city must maintain the site, which includes maintaining structural integrity, electrical infrastructure, do general maintenance things... Any vandalism, that happens at the water tower, must be, basically removed within 15 days,” the Parks director said, adding that if repairs exceed bid limits the city would have to let the repair work out for bid.
Staff emphasized that Doctor Pepper 7 Up retains ownership of its branding and artwork, while the city remains responsible for upkeep. Councilors raised questions about fencing and site details; staff confirmed the project includes replacing the existing fence around the tower.
