LCB staff preview public rules dashboard and outline multiple ongoing cannabis rule projects

Kevin Walder and other policy staff briefed the board on a range of ongoing rulemaking efforts and a planned public rules dashboard meant to increase transparency about rule status and documentation.
Walder said the dashboard — a tool produced with the research team — will be posted to the agency website and link to pertinent documentation for each rule project. "The dashboard will be an interactive tool posted to our web page that will allow anyone to easily see what's going on with a given rulemaking project, and it will link to pertinent documentation and other information," Walder said. Staff said they hope to post the dashboard to the public by the end of the year pending user testing.
On cannabis rule projects, staff described scheduled stakeholder sessions for retail management agreements responding to SB 5403, an advertising rulemaking to implement SB 5206 with draft posting planned for early December, R&D testing and samples rulemaking with draft language and stakeholder sessions expected in January, and follow-up petition-driven topics for 2026 such as harvest dates on labels, COA expiration extensions, heavy metals testing and batch tracking. Walder said mixed stakeholder feedback and complexity will likely push some projects into spring 2026.
Board members thanked staff for the transparency work and asked staff to continue to coordinate economic analysis and stakeholder engagement where concerns about industry costs have been raised. The briefing concluded with a schedule for upcoming stakeholder sessions and draft postings.
