The Richmond Sanitary District Board of Commissioners on July 28 approved entering into an agreement with Power Plant Services Inc. of Fort Wayne, Indiana to repair the district's number 1 and number 2 sludge heaters. A staff member told the board the number 1 heater has been losing heat, in-house repairs were unsuccessful, and inspection found sludge tubes need replacement.
Staff said Power Plant Services provided a time-and-materials estimate of $30,000 and is certified to work on Walker-process sludge heaters. "Our number 1 sludge heater ... has been losing heat and not operating as it should," the staff member said, and added the plant can route sludge through the number 2 heater so operations will continue. The board moved, seconded and approved the recommendation; staff said they expect repairs to take about a week and will return to the board if costs exceed the estimate.
