Kittleson consultants told the Sisters Public Works Advisory Board that several longer‑term design changes could reduce speed and conflicts on Cascade Avenue but would require coordination to move freight away from the downtown core.
"That's really kind of focusing on freight traffic, seeing if we can get them shifted, away from the downtown core area, and use Barclay and then Locust as that freight route," Matt said, describing the need to remove heavy trucks from the corridor before implementing lane‑narrowing or raised intersections.
The consultants presented a mini‑roundabout concept at Pine Street as a potential west‑side slow‑down measure and discussed a larger TSP‑listed roundabout at the OR‑126/US‑20 junction on the east approach. They cautioned that some elements—raised intersections and narrowed lanes—would not be feasible without agreement from freight stakeholders and ODOT because Cascade functions as a state highway.
Board members asked for more detailed design work and for staff to note freight dependencies in the technical memo before taking recommendations to council.
