Staff said they started from recent models used in nearby communities (West Bend) and have shared the draft publicly to gather resident input before the city attorney revises the language. Council members and staff emphasized the need to balance accessibility for residents who rely on e‑bikes with public safety and enforceability concerns; staff said the attorney will return a revised draft to a future meeting after public and intergovernmental feedback is incorporated.
Council did not vote on the ordinance. Instead, members signaled support for continued revision, including clarifying device definitions, enforcement mechanisms and coordination with surrounding communities on consistent trail rules.
