Steve Sawyer, chair of the Kennebunk Economic Development Committee, opened the committee's April 2 meeting and said the group will have resources to invest next year. "The EDC has control of $235,000 in TIF funds for next year," Sawyer said, identifying the Tax Increment Financing balance as the central resource for several potential initiatives.
Stephen Houdlette, listed in the meeting attendance as EVD, led the group through a proposed 2026–27 work plan that collected a series of possible actions: a joint destination-management plan with Kennebunkport, a consultant-led zoning review for Route One, efforts to improve short-term rental registration compliance, a UNE Fellow project to highlight trails, and exploratory steps to help local businesses hire staff and access façade-improvement funds. The committee did not take formal votes on any of the projects on April 2; members asked staff to return with scope and cost estimates for priority items.
