Director says liability rules limit volunteer lifeguards; city staff to offer lifeguarding classes

The Parks and Recreation Director said the department plans lifeguarding classes and will prioritize training city employees first, then expand to other community members when feasible. "I'm still certified to teach lifeguarding classes," the Director said, and she added she may bring in additional instructors to handle large classes.
Commissioners pressed about using volunteers for adult supervision and weekend openings. The Director said insurance and city policy restrict non-employees from opening and staffing city buildings: "No other facility can have someone come in that's not an employee and open it up" because an employee must be on-site for liability reasons. Two staff members (Jake and Taylor) have offered to complete training to meet staffing requirements, and the department is exploring pop-up and flexible scheduling to expand access while working within a limited seasonal staffing budget.
