Parks staff briefed the commission on a Southeast Michigan WYFY out‑of‑school‑time (OST) grant award that would provide roughly $40,000 to expand youth programming at the Radcliffe Center.
Staff said the award will fund a junior‑volunteer club and a “junior Parks Commission” that can meet and make recommendations; the youth board will have an approximate discretionary budget of about $4,000 and stipends for participating youth. "They actually have around $4,000 that the youth programmer — the youth program board will decide on what to do that with," the director said.
The director clarified this WYFY award is separate from the My LEAP OST grant and that combined youth funding currently available for youth programming at the center is in the range of $120,000–$130,000. Commissioners asked how many awards of $40,000 were available statewide; staff said the OST pot was large and individual award sizes vary.
The commission discussed procedural next steps; staff requested direction to forward the grant agreement to city council. The commission voted to move the item to council for approval (vote recorded 6-0). Staff said final implementation, including how the youth board will operate and how stipends will be administered, will return to the commission once the council has acted.
