The Parks & Commons Commission voted at its Dec. 2 regular session to forward a revised draft ordinance to City Council that would reconstitute the commission as the Yachats Community Spaces Committee.
At the work session preceding the regular meeting, staff framed the proposal as advisory and contrasted commissions with committees: “bodies ... that have the ability to make a final decision is a commission, and bodies ... that are supportive advisory, make recommendations ... is a committee,” a staff member explained. Commissioners and staff agreed to present the committee‑format draft to the council at the Dec. 17 meeting for public notice and subsequent ordinance procedures.
Commissioners focused on wording and the group’s role rather than on an immediate change in function. Chair George Drew said the revised language aims to preserve advisory responsibilities while removing ambiguity about decision‑making authority. The body agreed to strike or rephrase sentences that might be read as creating direct operational control over public facilities.
The commission asked staff to add a clear transfer provision for existing duties and to spell out any automatic membership transitions so that the transition is administratively simple. The motion to adopt the work‑session changes was moved in the meeting and deemed unanimous by the chair; the city will follow its public‑notice and ordinance timeline before any change becomes effective.
