Army Corps outlines cost-share, says nonfederal sponsors assume long-term maintenance

Lieutenant Colonel Todd Mannering, commander and district engineer for the Army Corps’ Charleston District, explained how cost-sharing and long-term responsibility work on Corps civil-works projects. "During the study, we went 50 50. During design, we're 65 35. Construction, we're 65 35. But once the project's complete, we call the nonfederal sponsor, in this case, the city or the county, assumes operation and maintenance costs for the project," he said.
Mannering emphasized the Corps brings engineering expertise and that nonstructural, nature-based measures are considered where full structural barriers are impractical. He said community outreach and input are "baked into the blueprints" during feasibility and design work, and he listed three factors that improve federal competitiveness for funding: strong partnerships, implementable design, and financial competitiveness.
